Kelly Martin
Executive Director, AMHIC

Kelly Martin was appointed as AMHIC’s Executive Director in January 2025 and provides leadership and direction for the company’s operations, finances, marketing, networking, service delivery, and constituent relations.

He has more than 25 years of experience in non-profit management and comes to AMHIC from the Arthritis Foundation, where he served as Senior Vice President of Operations and managed the Finance, Information Technology, Legal, Shared Services and Customer Helpline functions in addition to staff leadership of the Audit and Investment Committees. Prior to that, he had progressively increasing leadership roles in member benefits management, including the development of employee benefit and other insurance membership programs at the Biotechnology Innovation Organization, the American Association for Justice, the National Federation of Independent Business and the American International Automobile Dealers Association. Kelly started his non-profit career at the American National Red Cross with roles in Human Resources, Quality Assurance and Information Technology departments. In addition to his non-profit experience, Kelly started his career in the for profit sector in Project Management in the Federal Contracting and Telecommunications sectors. He has a degree in Finance from the University of Cincinnati where he also participated in its Professional Practice (co-op) program.

Chris Mullins
Executive Vice President, OneDigital

Chris Mullins is Executive Vice President at OneDigital Mid-Atlantic. Mullins comes to OneDigital with over 30 years of industry experience in the insurance and employee benefits industry. In this role, Mullins is a key influential leader responsible for managing the strategic direction, growth and retention for OneDigital, as well as fostering and upholding the OneDigital culture by attracting, developing and retaining top talent in the industry.

Joe Apa
Senior Partner, The Baldwin Group

Joseph A. Apa is a Senior Partner at The Baldwin Group and Founding Partner of The Capital Group. He manages Baldwins Mid-Atlantic Nonprofit practice segment that insures over 275 Nonprofit organizations. With more than 30 years of experience in the insurance industry, Joe brings extensive expertise in employee benefits, and financial planning. He plays a key role in driving firm growth through strategic consulting, industry speaking engagements, and mentoring emerging sales professionals. Joe began his insurance career in 1986 as a licensed associate with Mutual of New York. He earned a Bachelor of Arts in Economics from George Mason University in the same year. A dedicated community and industry leader, Joe has served on the Board of Directors of MVLE, a nonprofit organization, for more than two decades. He also serves on the Advisory Board for the College of Humanities and Social Sciences at George Mason University and the Board of Directors of the Government Technology Association, where he helps foster collaboration, networking, and innovation among government technology contractors. In addition, Joe is a member of the CareFirst Broker Advisory Council and maintains professional affiliations with the National Association of Benefits and Insurance Professionals (NABIP) and the Society of Financial Service Professionals.

As we look ahead to 2027 budget planning, finding meaningful ways to appreciate and sustain our staff through Cost of Living Adjustments (COLA) is top of mind for all of us, even as we navigate real funding constraints, varying overhead realities, and board expectations.

Whether your organization is operating with a nimble team or supporting a large, multi-state workforce, each of us is working to balance compassion for our colleagues with fiscal responsibility.

Join us for an open, collaborative roundtable where we will share real experiences, compare notes, and learn from one another. Together, we’ll explore:

How We Decide: The data, benchmarks, and community realities guiding our 2027 adjustment planning across small, mid-sized, large, and enterprise organizations.

FAR January Luncheon: Paid Leave in the DMV

A practical and forward-looking overview of the rapidly evolving paid leave landscape across the DMV region (District of Columbia, Maryland, and Virginia). Designed for anyone tasked with an HR Function, business leaders, and operations teams, the session examines key paid sick leave and paid family and medical leave requirements, with a particular focus on DC Paid Family Leave, Maryland's Family and Medical Leave Insurance (FAMLI) program, and Virginia's newly enacted paid leave legislation.

Participants will learn how to:

Understand the major paid leave laws currently in effect, and those coming soon, across Maryland, Virginia, and the District of Columbia.
Explain the structure, eligibility requirements, benefits, and implementation timeline of Maryland's FAMLI program.
Identify employer and employee contribution obligations under Maryland's and Virginia's paid family and medical leave programs.
Recognize how paid leave programs interact with existing employer-provided leave policies and other employment laws such as FMLA and ADA.
Evaluate the advantages and compliance requirements associated with private leave plans versus state-administered programs.
Prepare organizational policies, payroll practices, HR systems, and employee communications for upcoming leave law changes and implementation deadlines.

About the Presenters:

Joseph Greener

Joseph Greener helps clients stay current and compliant with an ever-changing legal landscape by providing workplace training and drafting employee handbooks, policies, and employment agreements. He is a frequent presenter and trainer on sexual harassment, EEO, and IE&D. In his experience as an employment litigator, Joe defends clients in administrative proceedings and federal court on matters involving Title VII, ADA, ADEA, FMLA, and USERRA. He also consults with clients on inclusion, equity and diversity matters. Joe also was a law clerk for the U.S. District Court for the Eastern District of Virginia where he worked on decisions on discovery motions as well as reports and recommendations on dispositive motions. While attending law school, he worked in both the Department of Justice’s Civil Division’s Office of Vaccine Litigation and the U.S. Court of Federal Claims Office of Special Masters. Joe served as the marketing editor of the Wake Forest Journal of Business and Intellectual Property
